Driver licensing is governed by each state, not by one national DMV. A foreign license or International Driving Permit may help temporarily in some circumstances, but it does not replace the state license required after becoming a resident.
Start with the official state agency
Check the state’s residency deadline, appointment system, accepted immigration documents and testing rules. Requirements can differ for temporary visa holders, permanent residents and people waiting for a Social Security number.
Documents commonly needed
- Proof of identity and lawful status
- Social Security number or the alternative documentation accepted by the state
- One or more proofs of state residence
- Current foreign license and driving record where relevant
- Vehicle insurance and registration documents for a road test, where required
Expect testing
Many states require a vision check, knowledge test and driving test. Even experienced drivers should study the official state handbook because road rules, school-bus requirements, right turns, four-way stops and test expectations may differ.
Understand REAL ID
REAL ID is a federal security standard for state-issued licenses and identification cards. The state still controls the application process and accepted documents. A standard license may remain available, but federal identification uses can differ.
Coordinate insurance and the vehicle
Insurance pricing may be affected by the absence of U.S. driving and credit history. Confirm whether the policy recognizes an overseas record, who must be listed as a driver and what vehicle is permitted for the road test.
